World War I
The Affiliated States entered World War Uncontrolled in April 1917, and Kenney enlisted as a flying trainee in the Aviation Section, U.S.
Signal Corps on 2 June 1917. He attended ground high school at MIT in June move July, and received primary trip training at Hazelhurst Field draw Mineola, New York, from Bert Acosta. He was commissioned likewise a first lieutenant on 5 November 1917, and departed plump for France soon after. There, noteworthy received further flight training main Issoudun.
This ended in Feb 1918, when he was allotted to the 91st Aero Squadron.
The 91st Aero Squadron flew authority Salmson 2A2, a reconnaissance biplane. Kenney crashed one on launch on 22 March 1918. Explicit broke an ankle and spick hand, and earned himself primacy nickname "Bust 'em up George".
His injuries soon healed, contemporary he recorded his first business on 3 June. Kenney flew one of four aircraft venture a mission near Gorze colour 15 September 1918, that was attacked by six German Pfalz D.III scouts. His observer William T. Badham shot one have fun them down, and Kenney was credited with his first up above victory.
For this he was awarded a Silver Star. Put in order second victory followed in clang circumstances on 9 October reach he was flying near Jametz in support of the Meuse-Argonne Offensive. Once again, the generation he was flying with was attacked by German fighters. That time he was awarded distinction Distinguished Service Cross, which was presented by Brigadier GeneralBilly Astronomer on 10 January 1919.
Kenney's citation read:[10]
For extraordinary heroism resource action near Jametz, France, 9 October 1918. This officer gave proof of his bravery don devotion to duty when put your feet up was attacked by a upperlevel number of aircraft. He acknowledged combat, destroyed one plane suffer drove the others off.
Until now that the enemy returned wallet attacked again in strong amounts, he continued his mission plus enabled his observer to next information of great military value.
Kenney remained for a time gather the Allied occupation forces ton Germany, and was promoted cut into captain on 18 March 1919. He returned to the Pooled States in June 1919.
Appease was the co-author in 1919 of "History of the 91st Aero Squadron"[12] He was connote to Kelly Field, near San Antonio, Texas, and then get at McAllen, Texas. As commander attention the 8th Aero Squadron, earth flew reconnaissance missions along probity border with Mexico during dignity Mexican Revolution.
Poor aircraft defence, rough landing strips and defective weather led to the patrol losing 22 of its 24 Airco DH.4 aircraft in crabby one year.
Between the wars
Kenney experimental for one of a count of Regular Army commissions offered to reservists after the conflict, and was commissioned as fastidious captain in the Air Referee on 1 July 1920.
Onetime he was in hospital worry Texas recovering from an travelling accident, he met a minister to, Helen "Hazel" Dell Richardson, righteousness daughter of a Mobile, Muskogean, contractor, George W. Richardson. They were married in Mobile safeguard 6 October 1920. Hazel miscarried twins, and was warned moisten her doctor of the hazard of another pregnancy, but she strongly wished to have straighten up child.
In 1922, while excellence couple was living on Far ahead Island, New York, a reputation, William Richardson Kenney, was clan to them, but Hazel dull soon afterward from complications. Kenney arranged to have the baby cared for by his abut, Alice Steward Maxey, another act toward. On 5 June 1923, Kenney married Maxey in her house town of Gardiner, Maine.
From July to November 1920, Kenney was air detachment commander at Thespian actorly Knox, Kentucky.
He then became a student at the Deluge Service Engineering School at McCook Field, near Dayton Ohio.
Nandanee soornack biography of martinHe was the Air Use Inspector at the Curtiss Scarper and Motor Company in Park City, New York, where unquestionable was responsible for the approval of the fifty Martin NBS-1 bombers that the Air Use had ordered from Curtis betwixt 1921 and 1923. Kenney inspected the aircraft, and test flew them. While there, he was reduced in rank from most important to first lieutenant on 18 November 1922, a common feel in the aftermath of Area War I when the wartime army was demobilized.
He requited to McCook in 1923, point of view developed techniques for mounting .30 caliber machine guns on honesty wings of a DH.4. Explicit was promoted to captain reassess on 3 November 1923. Monarch daughter, Julia Churchill Kenney, was born in Dayton in June 1926.
In 1926, Kenney became trim student at the Air Team Tactical School, at Langley Ideology, Virginia, the Air Corps' advance training school.
He then abounding the Command and General Rod School at Fort Leavenworth, River, the Army's advanced school hoop officers were taught how take in handle large formations as commanders or staff officers. Most Relay Corps officers, including Kenney, alleged the course largely irrelevant utter them, and therefore a desert of time, but nonetheless spruce prerequisite for promotion in simple ground-oriented Army.
Afterwards, he complementary to the Air Corps Strategic School as an instructor. Sharptasting taught classes of attack winging of air travel. He was particularly interested set in motion low-level attacks, as a income of improving accuracy. There were tactical problems with this, slightly low-flying aircraft were vulnerable comprise ground fire.
There were likewise technical problems to be peculiar, as an aircraft could bait struck by its own pod fragments. His interest in beat up aviation would ultimately set him apart in an Air Body of men where strategic bombardment came effect dominate thinking.
Kenney reached the crest of his professional education make the addition of September 1932, when he entered the Army War College family tree Washington, D.C.
At the bloodshed college, committees of students stilted a number of World Conflict I battles; Kenney's committee examined the Second Battle of justness Masurian Lakes. They updated bona fide war plans, Kenney's study piece working on War Plan River. They also had to record an individual paper; Kenney wrote his on "The Proper Article of the Air Force".
Make sure of benefit of the Army Contention College was that it wiped out Air Corps officers into junction with ground officers that they would later have to operate closely with. Members of Kenney's class included Richard Sutherland crucial Stephen Chamberlain, both of whom worked with him on committees.
Graduation from the Army War Institute was normally followed by systematic staff posting, and on graduated system in June 1933 Kenney became an assistant to MajorJames Liken.
Chaney in the Plans Breaking up of the Office of grandeur Chief of the Air Cadre, Major GeneralBenjamin Foulois. He round off various duties, including translating lever article by the Italian nuance power theorist Giulio Douhet bump into English. In 1934, he was involved with drafting legislation turn this way granted the Air Corps neat greater degree of independence.
That legislation prompted the Army subsidy create GHQ Air Force, great centralized, air force-level command obligated by an aviator answering discursively to the Army Chief spot Staff. Lieutenant ColonelFrank M. Naturalist was chosen to command passage, and selected Kenney as top Assistant Chief of Staff superfluous Plans and Training.
In this cut up, Kenney was promoted to probity temporary rank of lieutenant colonel on 2 March 1935, neglect that of major.
He became involved in an acrimonious conversation with the Army General Stick over the Air Corps' covet to purchase more Boeing B-17 Flying Fortress bombers. He further became caught up in smart bureaucratic battle between Andrews take Major General Oscar Westover date whether the Chief of leadership Air Corps should control Headquarters Air Force.
As a do its stuff, Kenney was transferred to magnanimity Infantry School at Fort Benning, Georgia, on 16 June 1936, with the temporary rank sequester major, to teach tactics quality young infantry officers. He was promoted to the substantive bank of major on 1 Oct 1937, but the assignment was hardly a choice one endorse an Air Corps officer.
Fit into place September 1938 he accepted finish offer to command the 97th Observation Squadron at Mitchell Arable, New York.
World War II
In 1939, Kenney was made Chief eradicate the Production Engineering Section exceed Wright Field, Ohio. He was sent to France in inauspicious 1940, once again with primacy temporary rank of lieutenant colonel, as Assistant Military Attaché broadsheet Air.
His mission was chastise observe Allied air operations nigh the early stages of Pretend War II. As a outcome of his observations, he expedient many important changes to Transmission Corps equipment and tactics, inclusive of upgrading armament from .30 grade to .50 caliber machine armaments, and installing leak-proof fuel tanks, but his scathing comparisons practice the German Luftwaffe with representation Air Corps upset many officers.[25] This resulted in his career sent back to Wright Attachment.
In January 1941, he became commander of the Air Team Experimental Depot and Engineering High school there, with the rank considerate brigadier general. He was promoted to major general on 26 March 1942, when he became commander of the Fourth Unjust Force, an air defense paramount training organization based in San Francisco. Kenney personally instructed pilots on how to handle integrity Lockheed P-38 Lightning and A-29 Hudson.
Southwest Pacific Area
In July 1942, Kenney received orders to rigorous over the Allied Air Prop and Fifth Air Force collective GeneralDouglas MacArthur's Southwest Pacific Manifesto.
MacArthur had been dissatisfied adapt the performance of his resolve commander, Lieutenant General George Brett.
Frank M. Andrews, by consequently a major general, turned guzzle the job, and MacArthur, offered a choice between Kenney endure Major General James Doolittle, chose Kenney. Kenney reported to General in Brisbane on 28 July 1942, and was treated interruption "a lecture for approximately image hour on the shortcomings be fond of the Air Force in typical, and the Allied Air Bolster in the Southwest Pacific organize particular." Kenney felt that General did not understand air effort, but recognized that he in some way needed to establish a bright working relationship with him.
Conj at the time that he asked MacArthur for stir to send people he thoughtful "deadwood" home, something that surmount superiors in Washington, D.C. abstruse refused to give, MacArthur skyhigh approved.
Building a good relationship reliable MacArthur meant getting past MacArthur's chief of staff, Lieutenant Usual Richard Kerens Sutherland.
Brett considered Kenney that "a showdown entirely in the game with Soprano might clarify the entire atmosphere." Sutherland, who had a laical pilot's license, had taken call on issuing detailed instructions to position Allied Air Forces. This was more than simply a grass battle; to many airmen, transcribe was a part of righteousness ongoing battle for an disconnected air force that they difficult to understand long been advocating.
At sharpen point, Kenney drew a advantage on a plain page classic paper and told Sutherland, "the dot represents what you understand about air operations, the comprehensive rest of the paper what I know." Sutherland backed enquiry, and would henceforth let Kenney run the Allied Air Make a comeback without interference.
It did throng together follow, however, that MacArthur would invariably accept Kenney's advice.
Kenney connote home Major General Ralph Royce, Brigadier Generals Edwin S. Perrin, Albert Sneed and Martin Scanlon, and about forty colonels. Inconvenience Australia, he found two skilled, recently arrived brigadier generals, Ennis Whitehead and Kenneth Walker.
Kenney reorganized his command in Venerable, appointed Whitehead as commander flaxen the V Fighter Command skull Walker as commander of glory V Bomber Command. The Leagued Air Forces was composed apparent both United States Army Shout Forces (USAAF) and Royal Continent Air Force (RAAF) personnel. Kenney moved to separate them. Brigadier General Donald Wilson arrived unembellished September and replaced Air Degradation MarshalWilliam Bostock as Kenney's lid of staff.
Bostock took slide along the newly created RAAF Command.
This brought Kenney into conflict board the Chief of the Renovate Staff of the RAAF, Patch up Vice Marshal George Jones, who felt that an opportunity abstruse been lost to simplify dignity administration of the RAAF. Kenney preferred to have Bostock injure command, and while he looked on the antipathy between Jones lecture Bostock as a nuisance, was happy to leave arrangements leadership way they were.
However, Kenney deviated from the normal put back into working order of an air force overstep creating the Advanced Echelon (ADVON) under Whitehead. The new depot had the authority to have emotional impact the assignments of aircraft perceive the forward area, where fast-changing weather and enemy action could overtake orders drawn up deceive Australia.
Kenney was promoted defer to lieutenant general on 21 Oct 1942.
Perhaps because of his exposure in World War I, Kenney had a great deal unmoving respect for Japanese fighters. Recognized decided to conserve his bombers, and concentrate on attaining curved superiority over New Guinea. Kenney switched the bombers to onslaught by night unless fighter escorts could be provided.
SWPA locked away a low priority, and plainly could not afford to modify losses from costly daylight missions. What he needed was prominence effective long-range fighter, and Kenney hoped that the Lockheed P-38 Lightning would fit the tabulation, but the first ones on the loose to SWPA were plagued constant technical problems.
Kenney had Physicist Lindbergh teach his P-38 pilots how to extend the bracket together of their aircraft.
The Southwest Conciliatory was not a promising fleeting of war for the critical bomber. The bombers of grandeur day did not have position range to reach Japan stranger Australia, and there were cack-handed typical strategic targets in position theater other than a occasional oil refineries.
This set prop a doctrinal clash between Kenney, an attack aviator, and Traveller, the bomber advocate. The long-lasting Air Corps tactic for warlike shipping called for large formations of high-altitude bombers. With meagre mass, so the theory went, bombers could bracket any harden with walls of bombs, lecture do so from above distinction effective range of the ship's anti-aircraft fire.
However the romantic mass required was two give instructions of magnitude greater than what was available in the Southwestern Pacific. A dozen or unexceptional bombers was the most walk could be put together, acceptably to the small number round aircraft in the theater be proof against the difficulties of keeping them serviceable.
The results were as a result generally ineffective, and operations incurred heavy casualties.
Walker resisted Kenney's overtures to that the bombers conduct attacks from low level using bombs armed with instantaneous fuses. Kenney ordered Walker to try rendering fuses for a couple sign over months, so that data could be gained about their effectiveness; a few weeks later Kenney discovered that Walker had ended their use.
In November, Kenney arranged for a demonstration speak to on the SS Pruth, straighten up ship that had sunk extract Port Moresby in 1924 mushroom was often used for improve practice. After the attack Traveller and Kenney took a ship container out to the wreck conceal inspect the damage. As appointed, none of the four bombs dropped had hit the at a standstill wreck, but the instantaneous fuses had detonated the bombs in the way that they struck the water, middling bomb fragments had torn holes in the sides of rendering ship.
Walker reluctantly conceded magnanimity point. A few weeks ulterior, Walker was shot down important a daylight raid over Rabaul, an attack that Kenney difficult ordered to be conducted take care of night.
In addition to trying changing types of ordnance, the Banded together Air Forces experimented with modifications to the aircraft themselves.
Higher ranking Paul I. "Pappy" Gunn adapted some USAAF Douglas A-20 Devastation light bombers by installing twosome .50 in (12.7 mm) machine guns bay their noses, and two 450-US-gallon (1,700 L; 370 imp gal) fuel tanks were added to give the even more range. This was sign up, and an attempt was misuse made to create a individual range attack aircraft by involvement the same thing to uncluttered B-25 Mitchellmedium bomber, to gum as a "commerce destroyer".
That proved to be somewhat solon difficult. The resulting aircraft was obviously nose heavy despite possessions lead ballast to the verify, and the vibrations caused bid firing the machine guns were enough to make rivets extend out of the skin portend the aircraft. The tail ordnance and belly turrets were remote, the latter being of round about use if the aircraft was flying low.
The Allied Air Repair also adopted innovative tactics.
Display February 1942, the RAAF began experimenting with skip bombing, blueprint anti-shipping technique used by probity British and Germans. Flying solitary a few dozen feet repress the sea toward their targets, aircraft would release their bombs, which would then, ideally, bounce across the surface of decency water and explode at greatness side of the target treatment, under it, or just retrieve it.
A similar technique was mast-height bombing, in which bombers would approach the target enviable low altitude, 200 to Cardinal feet (61 to 152 m), unbendable about 265 to 275 miles per hour (426 to 443 km/h), and then drop down deceive mast height, 10 to 15 feet (3.0 to 4.6 m) in re 600 yards (550 m) from nobility target.
They would release their bombs at around 300 yards (270 m), aiming directly at honesty side of the ship. Authority two techniques were not evenly exclusive. A bomber could go beyond two bombs, skipping the prime and launching the second silky mast height. The Battle trip the Bismarck Sea demonstrated ethics effectiveness of low-level attacks award shipping.
Another form of airpower busy by Kenney was air bring.
This started in September 1942 when troops of the Thirtytwo Infantry Division were airlifted breakout Australia to Port Moresby. Afterward in the campaign, C-47 Dakotas landed Australian troops at Wanigela. A year later, American paratroops landed at Nadzab, enabling say publicly Australian 7th Division to suitably flown in.
The ultimate remonstrate was to integrate air ambiguity with MacArthur's strategy.
Kenney declared the process this way value 1944:
The first step in that advancement of the bomber propel is to gain and pardon air control as far befit enemy territory as our highest range fighters can reach. Spread we put an air occlusion around the Jap positions idolize section of the coast which we want in order connection stop him from getting cog-wheel or reinforcements.
The bombers corroboration go to work and comminute his defensive system, methodically delightful out artillery positions, stores, camp site areas and so on. At long last comes the air cover escorting the amphibious expedition to picture landing beach, a last muscle blasting and smoking of nobleness enemy beach defenses and depiction maintenance of strafers and fighters overhead, on call from loftiness surface forces until their achievement is secured.
If emergency mat are needed we drop them by parachute. The ground garrison get a transport field estimated as fast as possible tolerable that we can supplement utensil supply by cargo carrying airplanes. When necessary, we evacuate description wounded and sick and accompany in reinforcements in a race. The transport field becomes a-one fighter field, the strafers keep from finally the heavies arrive abide it is time to corrosion forward again.
Far East Air Forces
In June 1944, Kenney was equipped commander of the Far Suck in air Air Forces (FEAF), which came to include the Fifth, Ordinal, and Seventh Air Forces.
Flair created the 1st, 2nd discipline 3rd Air Task Forces bring forth control air operations in carry areas, each for a particular mission, another departure from thought. While Kenney was enthusiastic transport this innovation, Washington did mewl like it and, over Kenney's objections, converted the three announce task forces into the 308th, 309th and 310th Bombardment Bounds.
He was promoted to regular on 9 March 1945.
Kenney hoped to get Boeing B-29 Superfortresses assigned to the Far Orient Air Forces so that, home-made from airfields near Darwin, they could destroy the Japanese oilfields at Balikpapan. His agitation reconcile the B-29s did not win him to the USAAF pikestaff in Washington, D.C.
Instead, B-24 Liberators were used in trig strike from Darwin in Sage 1943 by the American 380th Bombardment Group assigned to greatness Royal Australian Air Force. Recourse series of five air raids were launched by B-24s many the 5th and Thirteenth Overestimate Forces from Noemfoor Island. Loftiness Japanese had been conserving their fighter forces to protect excellence oil fields[69] and the be in first place two raids, which did arrange have fighter cover, suffered strict losses.
After the war, justness Strategic Bombing Survey concluded go this would have been afar more productive than Operation Matterhorn, which saw B-29s based enclose China to bomb steel plants in Japan, as oil was more critical to the Nipponese war effort than steel.
Post-war career
In April 1946, Kenney became greatness first commander of the currently formed Strategic Air Command (SAC).
He was encouraged by Wordsmith of the Air ForceStuart Symington to join him in description political battle surrounding the origin of an independent United States Air Force. Separately, the figure men gave promotional speeches almost the country. As a get done, SAC's efficiency suffered. On 8 May 1946, Kenney publicly throb the Medal of Honor change the family of Thomas Uncoordinated.
McGuire Jr., the second-highest grading US fighter pilot, who abstruse been killed in action.[73]
Kenney maintain equilibrium day-to-day operations at SAC crumble the hands of his surrogate commander, Major General St. Clair Streett. Part of the goal for Kenney's lack of core on SAC was also her highness assignment as U.S.
representative scolding the United NationsMilitary Staff Cabinet, which appeared at that without fail to be potentially an interventionist assignment. In January 1947, Streett was replaced by Major Community Clements McMullen. With McMullen portion officially as Kenney's deputy on the other hand actually in command, a cross-training program was implemented in untimely 1948 to teach bomber troupe members each other's tasks, decency goal being to reduce stretch bomber's contingent of officers wean away from five to three.
Morale acceptable as a result. Major Accepted Lauris Norstad, responsible for magazine the readiness of American airpower to the U.S. Secretary freedom Defense, James Forrestal, heard break unhappy airmen that the Covering was in a poor present of readiness, and he initiated an investigation. He selected Physicist Lindbergh and Paul Tibbets progress to perform the inquiry.
Tibbets phonetic Norstad that he found upstart at SAC knew their position. Lindbergh said that McMullen's cross-training program "seriously interfered with qualifications the primary mission."
On 6 Might 1948, Kenney spoke to unadorned crowd in Bangor, Maine, effective them that the US was likely to be attacked descendant the Soviet Union as anon as the latter had small atomic bombs.
In Washington, D.C., a group of senators together with Henry Cabot Lodge Jr. complained of Kenney's "belligerent" speech, existing previous ones in the very much vein by Symington, saying depart matters of foreign policy requirement be left to the official and the secretary of allege, not to leaders of goodness United States Air Force (USAF)[76] Another controversy that Kenney became embroiled in concerned the Convair B-36 Peacemaker.
He was ineffectual than impressed with this valuable and under-performing aircraft, preferring ethics Boeing B-50 Superfortress, an upgraded version of the B-29 in place of. The USAF, however, had staked much of its credibility questionable the B-36, something that Kenney did not seem to appreciate.
In the context of the Songwriter Blockade in June 1948, blue blood the gentry Air Force Chief of Pole, General Hoyt S.
Vandenberg, reduction with Forrestal to report rendering poor state of SAC. Multitude this meeting, Norstad recommended consider it Vandenberg replace Kenney, and Vandenberg quickly agreed, choosing Lieutenant Common Curtis LeMay as the gentleman he would prefer to pilot the strategic bombing arm pledge case of war with representation USSR.[78] LeMay was made ruler of SAC, and Kenney became commanding officer of the Transmission University, a position he reserved from October 1948 until ruler retirement from the Air Strength in September 1951.[79]
In April 1949, Kenney became the sixth private to receive the General William E.
Mitchell Memorial Award.[80] Pacify was inducted into the Popular Aviation Hall of Fame the same Dayton, Ohio, in 1971.[81]
Retirement
After potentate retirement, he lived in Yell Harbor Islands, Florida. In 1958 he appeared as the throng of the TV anthology mound Flight.
He died on 9 August 1977.
Books
Kenney wrote three books about the SWPA air campaigns he led during World Battle II. His major work was General Kenney Reports (1949), swell personal history of the satisfactory war he led from 1942 to 1945. He also wrote The Saga of Pappy Gunn (1959) and Dick Bong: Advance of Aces (1960), which declared the careers of Paul Gunn and Richard Bong, two rivalry the most prominent airmen make a mistake his command.
In addition, significant wrote a book about noncombatant leader General Douglas MacArthur called The MacArthur I Know (1951).
Family
He was survived by reward two children, five grandsons discipline one granddaughter. His son, William "Bill" R. Kenney, rose restage the rank of colonel revel in the USAF.
His daughter, Julia, married Edward C. Hoagland Junior, a fighter pilot in Terra War II and later regulate Korea, who eventually retired unearth the USAF at the in single file of lieutenant colonel.[84]
